This shows how procurement and security rules can reshape AI tool choices overnight, pushing vendors and integrators toward auditable supply chains and substitute models that meet government requirements.

According to Brookings, a policy proposal argues for North American coordination on AI governance to avoid fragmented approaches that disrupt cross border digital activity. The core governance idea is interoperability, meaning shared risk classification and accountability concepts that reduce compliance friction for firms operating across the US, Canada, and Mexico.
