The OECD Council Recommendation on Artificial Intelligence is the first intergovernmental standard on AI adopted by a major economic organisation, establishing foundational principles for trustworthy and human-centred AI. It sets out five complementary values-based principles—human rights and democratic values, transparency and explainability, robustness and security, accountability, and sustainable development—and calls on adherent states to implement national policies consistent with these aims. The Recommendation encourages governments to foster research and innovation, ensure risk management throughout AI life cycles, and promote international cooperation on standards and interoperability. Although non-binding, it became a benchmark for subsequent regional and global frameworks, including the G20 AI Principles (2019) and the OECD AI Policy Observatory, influencing both legislative and ethical approaches to AI governance worldwide.
