The Recommendation on the Human Rights Impacts of Algorithmic Systems was adopted to address growing concerns about how automated systems affect human rights, democracy, and equality across public and private sectors. It urges Member States to ensure that algorithmic systems are designed, developed, and deployed in compliance with the European Convention on Human Rights, focusing on transparency, accountability, non-discrimination, and effective remedies for harm. By defining state and corporate responsibilities, and introducing principles for oversight and redress, the Recommendation became a foundational policy instrument guiding Europe’s regulatory approach to AI prior to the CAHAI and Framework Convention processes.
