The Policy Guidance on AI for Children by the United Nations Children's Fund (UNICEF) sets out a child centred framework for governing AI systems that affect children directly or indirectly. Grounded in the Convention on the Rights of the Child, it argues that ‘the unique characteristics and rights of children require a much deeper reflection on the impact of AI’ and that ‘child-specific considerations must equally be front and centre in AI development’. UNICEF presents nine requirements for child centred AI, covering support for child development, inclusion, fairness, privacy, safety, transparency, accountability, capacity building for governments and businesses, preparation of children for AI, and an enabling environment. The guidance is aimed primarily at government policymakers and business leaders, complementing existing human centric AI initiatives by introducing a child rights lens and calling for AI policies and systems that uphold, rather than undermine, child rights across contexts.
