The AI HLEG – Policy and Investment Recommendations for Trustworthy AI (2019) was created to guide EU institutions and Member States in realising a human-centric vision of AI, responding to both opportunities for growth and competitiveness and risks of discrimination, surveillance, and loss of trust. It sets out 33 recommendations across four impact areas (humans and society, private sector, public sector, research) and four enablers (data, skills, governance, investment), aimed at embedding ethical, lawful, and robust AI into Europe’s digital transformation. Its importance lies in shaping the EU’s coordinated AI strategy, fostering a Single Market for Trustworthy AI, and positioning Europe as a global leader in responsible AI development.
