This document presents a structured method for characterising applied AI systems for policy analysis across five dimensions. It states that “the framework primary purpose is to characterise the application of an AI system deployed in a specific project and context,” and that it “classifies AI systems and applications along the following dimensions: People & Planet, Economic Context, Data & Input, AI Model and Task & Output.” It emphasises a design that “balances simplicity and useful explanations,” while acknowledging that “to date, the framework does not address governance at the corporate, institution or AI systems level,” nor compliance and enforcement. The report links classification to lifecycle phases and sets next steps to develop incident reporting and a complementary risk-assessment methodology.
