The Strategy sets a ten-year programme to make Scotland “one of the most innovative small nations in the world,” aligning public investment, research commercialisation, skills, procurement and regulation to accelerate innovation-led growth in priority clusters including data and digital, AI, photonics, quantum, health and life sciences, advanced manufacturing, and energy transition. It links innovation policy to fair work, net zero and regional development, and tasks government, agencies and universities with scaling spin-outs, crowding in private capital and using the state as a lead customer. It emphasises cluster development, mission-oriented projects and Techscaler support for start-ups. Short verbatim: “Our vision is for Scotland to be one of the most innovative small nations in the world.”
