The Interim Report: Governing AI for Humanity was issued in response to the accelerating development of AI technologies and the resulting governance deficit at global level. It outlines five guiding principles and seven institutional functions aimed at creating an inclusive, human-centred international framework for AI, rooted in the UN Charter, human rights, and the Sustainable Development Goals. By positioning the UN as a central convenor for interoperability, standardisation, and equitable access to data, compute, and talent, the report lays the groundwork for a future Global AI Governance Framework to ensure AI benefits all humanity and mitigates systemic risks.
