Systemic risk - A risk specific to the high-impact capabilities of general-purpose AI models that has a significant effect on the Union market through its reach or actual or foreseeable negative effects on health, safety, fundamental rights or society; the Act sets a rebuttable presumption that a model has high-impact capabilities when the cumulative training compute exceeds 10²⁵ floating-point operations (EU AI Act, Art. 3(65) and Art. 51(2)).
